Prohibits individuals, businesses, or corporations with state or municipal contracts from making campaign contributions to elected officials, their families, political committees, or independent expenditures for one year after the contract is awarded.

Requires entities submitting proposals for state or municipal contracts to disclose any campaign contributions made in the previous 365 days to elected officials, their families, political committees, or independent expenditures; if awarded the contract, recipients must refund all such contributions in full.

Limits state legislative leadership positions (officers or special capacity positions) to a maximum of eight years of service.

Reduces individual contribution limits to candidates across multiple election types from amounts ranging between $12,000-$62,500 down to $10,000, with specified limits for state senate ($10,000) and assembly ($6,000) elections.

Changes the cost-of-living adjustment review cycle for contribution limits from commencing in 1995 to commencing in 2020 (or 2024 for certain provisions).
