Amends Election Law § 8-406 to clarify that absentee ballots may be mailed to a voter's registered address or a temporary address where they are currently living.

Limits any designated person to receive no more than two absentee ballots in a given election and prohibits candidates in that election from being designated to receive ballots.

Requires the local board of elections to obtain a signed certificate from any person designated to receive an absentee ballot, certifying their name, address, and that they have not received more than two ballots or are a candidate.

Mandates that the certificate language include a sworn statement warning that material false statements subject the signer to penalties equivalent to perjury.

Takes effect on January 1 following the date the bill becomes law.
