Prohibits individuals appointed by the governor to any commission, board, council, panel, or public authority from making monetary contributions to the governor's campaign or any political committee organized for the governor's benefit.

Applies the prohibition to contributions made one year before appointment, during the appointment term, and one year after the appointment ends.

Extends the prohibition to household members of appointees, including spouses, domestic partners, and children.

Requires appointees to identify and have refunded any contributions made to the governor within the 12 months before their appointment.

Establishes civil penalties of up to $10,000 or 200% of the contribution amount for violations, and requires refund of any prohibited contributions received by the governor or political committees.
