Allows county boards of elections outside New York City to adopt a resolution requiring election-related documents to be actually received by the last filing day, with offices open until midnight, instead of allowing two business days after the deadline for mail delivery.

Requires any county board adopting such a resolution to post it prominently in their office and website, file it with the state board of elections within five days, and notify all party committee chairpersons within the county within five days.

Permits county boards to discontinue the midnight filing deadline practice by adopting a resolution no later than March 1st of the year it becomes effective, using the same publication and posting procedures.

Applies to certificates and petitions of designation or nomination, certificates of acceptance or declination, certificates of substitution, and objections to such filings required to be filed with county boards of elections.

Takes effect 30 days after becoming law.
