Directs the New York Public Service Commission to adjust zero emissions credit prices based on proportional benefits received in each energy zone from continued operation of nuclear facilities.

Establishes that zero emissions credit prices shall be higher in energy zones receiving greater proportional benefits and lower in zones receiving lesser benefits.

Defines "proportional benefits" to include avoided fossil fuel generation, revenues from real property taxes or payments in lieu of taxes from nuclear facilities, and employment advantages within each energy zone.

Applies to three specific nuclear facilities: Fitzpatrick, Ginna, and Nine Mile.

Requires the Public Service Commission to approve the zero emissions credit price adjustment by August 1, 2021, with the act taking effect immediately upon enactment.
