Prohibits smoking in public parks, beaches, pools, boardwalks, marinas, playgrounds, recreation centers, and group camps, as well as equipment and facilities under state or local government jurisdiction at these locations.

Excludes the Adirondack Park and Catskill Park from the smoking prohibition.

Exempts sidewalks adjoining parks, pedestrian routes through park strips adjacent to vehicular traffic, parking lots, roadways, theatrical productions, and portions of parks not used for park purposes.

Establishes a civil penalty of $50 for each violation of the smoking prohibition.

Takes effect 90 days after becoming law.
