Amends the definition of "non-residential program for victims of domestic violence" to exclude school-outreach domestic violence prevention programs from the requirement that at least 70 percent of clientele be victims of domestic violence or their children.

Requires social services districts to purchase school-outreach domestic violence prevention programs from not-for-profit organizations to provide information, referral services, advocacy, counseling, and education about domestic violence to students in public and private high schools.

Authorizes state reimbursement for 100 percent of expenditures made by social services districts for school-outreach programs, subject to appropriation of funds.

Effective 120 days after the bill becomes law, with immediate authorization for agencies to adopt necessary rules and regulations.
