Expands the definition of "sex offender" to include persons found not responsible by reason of mental disease or defect for offenses listed in Correction Law sections 168-a subdivisions two or three.

Requires courts to impose sex offender registration requirements under Correction Law Article 6-C upon discharge or conditional release for defendants with mental illness verdicts involving sex offenses.

Applies sex offender registration obligations to defendants found not dangerous but mentally ill, as well as those found neither dangerous nor mentally ill if charged with qualifying sex offenses.

Takes effect on November 1st following the date the bill becomes law.
