Redefines "direct relationship" under Correction Law Article 23-A to require a substantial connection between the crime of conviction and job duties that would create an unreasonable risk to property or safety of specific individuals or the general public.

Eliminates the previous two-prong test that separately allowed denial of licenses or employment based on either a direct relationship to the position or unreasonable risk to public safety, consolidating these into a single standard.

Requires that any denial of employment or licensure based on prior criminal conviction must demonstrate both a substantial connection to the specific duties involved and that such connection would create unreasonable risk of harm.

Takes effect on the ninetieth day after becoming law.
