Establishes a clean and resilient energy program to develop electricity-generating systems at community facilities that can operate independently during extended outages (24+ hours).

Requires qualifying projects to either generate clean electricity with no greenhouse gases, achieve 55% efficiency via non-combustion processes, or achieve 70% efficiency while reducing nitrogen oxide emissions by at least 50%.

Mandates projects be located at "community continuity assets" (hospitals, data centers, supermarkets, government offices, schools, etc.) or within microgrids.

Allocates minimum 5% of annual Clean Energy Fund expenditures through the New York State Energy Research and Development Authority from 2022-2026 for program administration and incentives.

Requires the Public Service Commission and state authority to modify existing programs and provide annual reports on program effectiveness through competitive procurements and production incentives.
