Increases the monthly personal needs allowance for residents of residential health care facilities receiving federal supplemental security income from $25 to $45, effective January 1, 1988.

Makes the $45 monthly allowance subject to annual adjustment based on the Consumer Price Index (all items--U.S. city average) starting January 1, 2023, and recalculated every January 1 thereafter.

Increases the monthly personal needs allowance for residents of residential health care facilities not receiving federal supplemental security income from $50 to $75, with the same annual CPI adjustments starting January 1, 2023.

Establishes a new $75 monthly personal needs allowance for residents of residential programs for domestic violence victims where three meals per day are provided, subject to the same annual CPI adjustments starting January 1, 2023.

Takes effect 90 days after becoming law.
