Amends the Legislative Law to exclude certain academic relationships from the definition of "reportable business relationship" for lobbying disclosure purposes.

Creates an exemption for individuals whose only state employment is as a professor, adjunct professor, lecturer, instructor, assistant professor, associate professor, or similar teaching role at SUNY or CUNY when they have a relationship with a college or university.

Maintains the $1,000 annual threshold for reporting other business relationships between lobbyists/clients and state employees.

Takes effect immediately upon enactment.
