Authorizes the commissioner of general services to sell, convey, or lease state lands in Cuba (Allegany county) and Ischua (Cattaraugus county) to towns, counties, special districts, or lessees within those districts

Requires the sale or lease consideration to be set at fair and reasonable value as determined by the commissioner

Expands the Cuba lake management fund to include revenues from rental, sale, and lease of state lands within the Cuba Lake district

Permits Cuba lake management fund monies to be used for capital improvements to Oil Creek reservoir, district management services, and public access to Cuba Lake for recreation

Retains monies from land sales in the Cuba lake management fund instead of transferring excess funds to the state general fund at fiscal year end
