Establishes the right of individuals with developmental disabilities currently in nonintegrated settings (such as sheltered workshops) to seek accommodation from the commissioner to remain in those settings based on informed choice.

Requires individuals to complete at least one of four conditions to obtain accommodation: vocational assessment every five years, trial integrated work experience every five years, outreach and education services, or benefits counseling consultation.

Permits the commissioner to consider documented medical conditions that pose immediate and serious threats to health or safety as an alternative basis for granting accommodation without requiring trial work experience.

Ensures individuals granted accommodation continue to receive all services necessary for meaningful participation and maintain eligibility for benefits substantially similar to those available in integrated settings.

Directs the commissioner to take actions necessary to comply with federal law and obtain federal funding to implement these provisions by May 1, 2025.
