Adds Article 14 to Public Housing Law requiring state housing agencies and localities receiving state housing funds to affirmatively further fair housing in all programs and activities.

Defines "covered housing agencies" to include DHCR, HFA, affordable housing corporations, public housing agencies, and any localities administering state-funded housing programs.

Mandates agencies take meaningful actions to identify and overcome residential segregation, eradicate concentrated poverty areas, reduce opportunity disparities, eliminate disproportionate housing needs, and ensure public participation in fair housing policy development.

Prohibits agencies from taking any action materially inconsistent with fair housing obligations and requires compliance with Article 15 of Executive Law and other anti-discrimination laws.

Requires Commissioner to produce annual draft reports by October 30 with at least 30 days public comment, then submit final reports with all public comments to Governor and legislature by December 1 each year.
