Amends the Public Housing Law to expand the definition of "family member" to include uncles, aunts, nephews, and nieces in addition to existing relatives.

Maintains existing provisions allowing any other person residing with a tenant as a primary residence to qualify as a family member if they can prove emotional and financial commitment and interdependence.

Establishes eight factors for determining emotional and financial commitment and interdependence, including longevity of relationship, shared expenses, intermingled finances, family activities, legal obligations, and holding themselves out as family members.

Specifies that no single factor is solely determinative and that evidence of a sexual relationship is not required or considered in determining family member status.

Takes effect January 1 following enactment.
