Amends Election Law Section 8-600 to require cities and towns with populations between 50,000 and 100,000 (based on latest federal decennial census) to have at least one early voting polling place within their boundaries.

Requires that early voting polling places in such cities and towns be situated along public transportation routes to the extent practicable.

Maintains existing requirements that polling places be located for adequate and equitable voter access, considering population density, travel time, proximity to other sites, public transportation routes, and commuter traffic patterns.

Applies Section 4-104 of Election Law to designation of early voting polling places, except for subdivisions four and five of that section.

Takes effect immediately upon enactment.
