Changes gubernatorial and lieutenant-governor elections from popular vote (highest number) to majority of electoral votes system.

Establishes electoral vote allocation where each county receives one vote plus one additional vote for every 50,000 legal residents.

Extends electoral college system to comptroller and attorney general elections, requiring majority of electoral votes for election.

Provides that if no candidate achieves electoral vote majority, another election shall be held up to ten times; after ten elections, highest vote-getter wins regardless of majority.

Electoral votes cast on first Friday in December in Albany by county representatives based on respective county's largest vote-getters for each office.
