Amends the private housing finance law to expand eligibility preferences under the affordable home ownership development program to include police officers, firefighters, and teachers in addition to lowest-income households.

Requires that homes purchased under this preference be located within the boundaries of the area served by the police department, fire department, or school where the employee works.

Defines "police officer" as a sworn officer currently employed by an authorized police department or force of a city, town, or village.

Defines "firefighter" as a person currently employed on a permanent basis as an officer or member of an organized fire department of a city, town, village, or fire district.

Defines "teacher" as a person currently employed in a teaching capacity at an elementary or secondary school in New York State who has graduated from an accredited college or university and holds a valid state teaching certificate.
