Creates a temporary task force within the Division of Housing and Community Renewal to review affordable housing lotteries in New York State and evaluate their effectiveness.

Task force membership includes the DHCR Commissioner (as chair), at least two tenant representatives who have used affordable housing lotteries, at least two affordable housing lottery representatives, and at least one affordable housing lottery expert.

Requires the task force to submit a report within one year to the State Senate leadership, Assembly leadership, and relevant committee chairs with findings on lottery effectiveness, improvement recommendations, and policy suggestions.

Task force members receive no compensation but are reimbursed for necessary expenses incurred in performing their duties.

The task force and all provisions expire and are repealed 2 years after the effective date of the act.
