Establishes a 15-member New York City Tax Reform Study Commission chaired by the New York State Department of Taxation and Finance commissioner, with members appointed by the governor (3), temporary president of the senate (3), speaker of the assembly (3), mayor of New York City (2), speaker of the city council (1), minority leader of the senate (1), and minority leader of the assembly (1)

Requires the commission to include at least one representative each from New York City municipal government, academia, the real estate industry, and a recognized labor organization

Mandates the commission provide the governor and legislature with recommendations by January 1, 2023 on changes to the class share system, assessment process, and tax rate formulae used in New York City

Directs the State Department of Taxation and Finance and New York City Department of Finance to provide the commission with facilities, assistance, and data necessary to carry out its duties

Authorizes commission members to receive reimbursement for actual and necessary expenses, funded through state appropriations paid by the comptroller
