Expands the definition of "veteran" to include armed forces members honorably discharged who received specific combat medals or ribbons: Combat Action Ribbon, Combat Infantryman Badge, Combat Medical Badge, Combat Action Badge, Combat Recognition Ribbon, or Air Force Combat Action Medal.

Provides 10 additional points on competitive civil service exams for disabled veterans applying for original appointment and 5 additional points for promotion.

Creates a new category of disabled veterans eligible for exam point credits if certified by the Veterans' Administration or military department as entitled to disability payments for service-connected disabilities and awarded one of the specified combat decorations.

Applicants must be U.S. citizens or lawfully admitted permanent residents and residents of New York at the time of application for appointment, promotion, or retention.

Takes effect immediately upon enactment.
