Requires all contractors entering into state contracts over $50,000 (or $85,000 for Office of General Services contracts) to submit equal pay reports detailing workforce compensation by job category, gender, race, and ethnicity.

Directs the State Comptroller to annually compile and publicly report contractor pay data by July 1st each year, with individual employee names and social security numbers redacted.

Excludes small businesses (independently owned companies with no more than 100 employees) from the equal pay disclosure requirements.

Authorizes the State Comptroller to promulgate regulations allowing contracting agencies to assess contractors' equal pay practices during bid evaluation, though bids cannot be automatically rejected based solely on pay equity concerns.

Takes effect January 1st following enactment and applies to all state contracts entered into on or after that date.
