Amends Election Law Section 8-600 to modify early voting polling place requirements in counties with populations of one million or more based on the latest federal decennial census.

Requires that in counties with populations of one million or more, each town and city outside cities with populations of one million or more shall have at least one early voting polling place.

Maintains existing requirements that the municipality with the highest population in each county have at least one early voting polling place situated along public transportation routes where practicable.

Preserves the baseline requirement of at least one early voting polling place for every full increment of 50,000 registered voters in each county, with a maximum of ten polling places unless otherwise required by law.

Takes effect immediately upon enactment.
