Creates a nine-member temporary veterans' suicide prevention task force with members serving until May 1, 2023, appointed by the governor (3), temporary president of the senate (2), senate minority leader (1), assembly speaker (2), and assembly minority leader (1).

Requires all appointees to have expertise in mental health and at least three members to have professional experience working with military or veterans; appointments must include geographic representation from across the state.

Task force shall study current mental health and suicide prevention practices for veterans, recommend improvements, identify reasons for veteran suicides, and examine the roles of post-traumatic stress disorder and military sexual trauma in New York veteran suicides.

Requires preliminary report to governor and legislature by June 1, 2023, and final report by June 30, 2024, including findings, conclusions, recommendations, and legislative proposals.

Expires August 31, 2024, with all provisions of the act repealed on that date; takes effect 60 days after becoming law.
