Prohibits persons, organizations, and business entities that submit bids or proposals for state government contracts from making contributions to officeholders, candidates, or their political committees involved in issuing, evaluating, or awarding those contracts during a "restricted vendor contribution period."

Restricted vendor contribution period begins when an entity files a lobbying registration, engages in lobbying to generate a procurement opportunity, or submits a bid in response to a state solicitation, and ends either six months after contract award (if selected) or upon contract award (if not selected).

Requires state governmental entities to include notice of the contribution prohibition in procurement postings and provide notice to all bidders of the restriction and its commencement date.

Establishes civil penalties up to the greater of $10,000 or 200% of the contribution amount for violations, and requires refunds of any contributions accepted in violation of the law.

Takes effect 180 days after becoming law.
