Directs the commissioners of the Office of Mental Health, Department of Health, and Office of Addiction Services and Supports to convene and jointly chair a workgroup on behavioral health service rates.

Workgroup membership includes representatives from provider associations (substance use, mental health, peer/recovery-based, medicated assisted treatment, children's behavioral health), hospital associations, consumer and family advocacy groups, and additional stakeholders as deemed necessary, with statewide geographic representation.

Workgroup shall analyze ambulatory patient group rates and commercial insurance rates for behavioral health services under Medicaid managed care and Child Health Plus to develop recommendations on rate adequacy, actual costs of care, alternative reimbursement models, and necessary policy or fiscal resources.

Report must be submitted to the Governor, Speaker of the Assembly, and Temporary President of the Senate no later than October 1, 2023.

Takes effect 90 days after becoming law.
