Landlords of buildings with five or more rental units must submit quarterly reports to New York Homes and Community Renewal detailing succession rights applications received over the previous three months.

Quarterly reports must include the date applications were received, whether applications were granted or denied, and reasons for any denials.

"Right of succession" is defined as the right to a rent stabilized renewal lease or protection from eviction for eligible family members of tenants in rent-controlled or rent-stabilized apartments.

The act takes effect on January 1 of the year following its enactment into law.
