Changes the State Board of Parole membership requirement from "not more than" nineteen members to "at least" nineteen members appointed by the governor with senate consent.

Updates pronouns in the executive law from "he" to "he or she" when referring to board members filling vacancies and acting in place of disabled members.

Maintains the six-year term of office for board members, with replacements serving the remainder of unexpired terms.

Takes effect one year after becoming law.
