Establishes the "End Warehousing Act of 2021" to address housing emergency while at least 50,000 homeless individuals exist in New York for seven consecutive nights.

Requires owners of buildings with four or more residential units to register vacant apartments (vacant 3+ months) in a state database maintained by the Division of Housing and Community Renewal, with a filing fee of at least $200 per unit.

Imposes penalties of $2,000 per month for the first three months of non-registration and $3,000 per month thereafter for owners who fail to register vacant units.

Creates the Housing Allocation Compensation Fund to collect registration fees and compensate property owners when their vacant units are allocated to individuals with federal housing choice vouchers.

Allows property owners to petition for waivers if units are vacant due to substantial renovations taking longer than three months, and provides hardship exemptions for certain small building owners in cities with populations over one million.
