Establishes same-day voter registration at polling places for all state primary, general, town, city, school district, and village elections, allowing qualified voters not on the checklist to register and vote on election day.

Expands absentee voting by requiring all county and city boards of elections to automatically mail absentee ballots to every registered and qualified voter at least 30 days before elections, eliminating the requirement for voters to request ballots.

Creates a centralized, computerized statewide voter registration database system to be implemented by the state board of elections within one year, with county boards required to use it within two years to manage voter registration information and absentee ballots.

Allows absentee voters unable to sign due to illness, physical disability, or inability to read to mark their ballot with a witness, and permits use of titles, initials, and customary abbreviations on absentee ballots without invalidating signatures.

Presumes special ballots cast by election employees working outside their home polling place to be valid absent affirmative proof of fraud, and allows voters to provide affidavit statements at polling places to register or correct registration records.
