Requires short-term rental units to have evacuation diagrams, emergency phone numbers, working fire extinguishers, and insurance coverage of at least the property value plus minimum $300,000 for third-party claims.

Allows hosts to rent only one unit on short-term rental platforms and prohibits platforms from booking unregistered units; hosting platforms must collect and remit occupancy taxes and maintain two-year records of guest stays.

Exempts short-term rentals of 14 days or fewer per calendar year from state occupancy taxes if host registers and files a declaration, but imposes back taxes if rental exceeds 14 days.

Applies only to municipalities with populations under one million; establishes civil penalties of $1,000 to $25,000 per violation plus up to $1,000 daily penalties; permits local governments to enact stricter prohibitions.
