Creates a new home stability support program requiring local social services districts to provide shelter supplements to eligible homeless individuals and families or those facing imminent loss of housing.

Shelter supplements equal 85 percent of fair market rent (up to 100 percent at district discretion) plus full fuel/heating costs for eligible recipients, issued directly to landlords or vendors.

Program covers eligible public assistance recipients for up to 5 years, and continues for 1 year if they lose public assistance eligibility but remain under 200 percent of federal poverty level.

Allocates 14,000 new shelter supplements statewide annually distributed to districts based on their share of households below federal poverty level, with state funding covering 100 percent of costs.

Requires commissioner to contract with nonprofits for home stability support services including landlord-tenant conflict resolution, legal services referrals, benefit advocacy, and housing relocation assistance; mandates annual reporting to legislature on program effectiveness starting October 1, 2024.
