Legalizes possession, use, cultivation, and sharing of natural plant or fungus-based hallucinogens (dimethyltryptamine, ibogaine, mescaline, psilocybin, psilocyn) for adults 21 and older, including gifting and supervised use with guidance or spiritual services.

Removes dimethyltryptamine, ibogaine, mescaline, psilocybin, and psilocyn from the state's schedule I controlled substances list, though these substances remain federally controlled.

Prohibits state and local law enforcement from assisting federal authorities in enforcing drug laws against conduct permitted by this act, except pursuant to valid court order.

Protects licensed professionals from discipline for personal use of these hallucinogens; prevents denial of medical care, insurance, public assistance, or parenting rights based on authorized use; permits employment-related legal recreational use under labor law protections.

Authorizes manufacture and distribution of paraphernalia designed for cultivation, production, storage, or use of these hallucinogens; allows religious and non-commercial organizations to provide these substances for ceremonial purposes.
