Amends Mental Hygiene Law to create a tiered eligibility program for Office for People with Developmental Disabilities services for individuals with learning disabilities and complex neurological impairments such as Asperger's Syndrome.

Tier One provides up to six months of intensive service navigation to connect individuals to appropriate services and supports during crisis situations; services may end earlier if agreed by both parties.

Tier Two extends services for an additional six months and includes crisis stabilization efforts, assessment of adaptive behavior and learning capacity, and preparation for full eligibility determination with OPWDD.

Commissioner of Developmental Disabilities must develop reimbursement methodology in consultation with service providers to cover reasonable costs of intensive service navigation.

Effective 180 days after becoming law; commissioner must consult with statewide learning disability associations and service providers when developing the program.
