Requires boards of elections to notify voters within one day of determining an affidavit ballot is incomplete or defective, including written notice and contact by email or telephone if available.

Allows voters to cure defects by filing a signed affirmation attesting to the same information required on the original affidavit ballot envelope, with the board providing the affirmation form.

Sets a deadline of seven business days after the board's mailing of the rejection notice for voters to file a cure affirmation, after which rejected ballots shall be reinstated and canvassed if the defect is cured.

Requires the board to set aside envelopes for three days if the board is split on the sufficiency of the cure affirmation, unless directed otherwise by court order.

Mandates notification by mail within three business days when a ballot is invalidated for a non-curable defect.
