Requires the Department of Corrections to include mental health reentry services in inmates' transitional accountability plans, beginning the first week of admission and including behavioral health screening, clinical intervention for post-traumatic prison disorder, and trauma-oriented therapy where appropriate.

Mandates mental health and trauma screenings within 60 days of commitment and requires transfer of inmates within 7 days to facilities capable of providing proper mental health services if current facility cannot.

Requires mental health reentry services to be provided by outside vendors employing licensed therapists, psychiatrists, psychologists, social workers, or nurses who specialize in trauma and use culturally sensitive techniques.

Mandates discharge plans for all released inmates including completed Medicaid enrollment, transitional medications, and coordination with health care providers; inmates receiving post-traumatic prison disorder treatment must also receive mental health services, therapeutic programs, family counseling, housing information, job placement assistance, and money management help upon release.

Requires the Department to train all prison personnel in mental health trauma competencies and submit annual reports on inmate mental health and trauma screenings by December 31 each year; separate report on mental health care services implementation due December 31, 2022.
