Amends Correction Law Section 623 to require the department to make every effort to reduce inmate phone call rates and place a reasonable cap on the cost of outgoing calls.

Maintains the existing prohibition on the department accepting revenue exceeding its reasonable operating costs for establishing and administering telephone system services.

Requires the department to establish rules and regulations ensuring inmate phone call systems include reasonable security measures to preserve safety and security of correctional facilities, staff, and persons receiving calls.

Takes effect immediately upon enactment.
