Requires owners of multiple dwellings in cities with populations of one million or more to designate a secure space for package delivery if they have not arranged for personal delivery by staff.

Secure package spaces must be locked, accessible only to staff/residents/delivery people with a key, monitored by camera or surveillance device, and located outside the building vestibule or lobby.

Building staff must deliver packages directly to resident doorways if no secure package space is available in the building.

Building owners cannot pass increased costs to tenants for creating a package room.

Building owners are liable for full replacement value of items lost or stolen if they fail to comply, provided tenants submit evidence of loss such as delivery confirmation.
