Removes the requirement that prospective purchasers of manufactured home parks provide written certification of intent to change the land's use within 60 months of closing.

Extends the right of manufactured homeowners to purchase their park to all sales scenarios, regardless of whether the purchaser intends to change the property's use.

Requires manufactured home park owners to notify homeowners of any bona fide purchase offer and provide a 140-day period for homeowners to exercise their right to purchase at the same price and terms.

Allows homeowners without an existing association to form one within the 140-day period to collectively purchase the park, with an additional 30-day option if the owner later reduces the sale price or modifies terms.

Takes effect 180 days after becoming law.
