Amends Social Services Law section 349-b to require social services districts to take no action to establish paternity or child support orders when an applicant or recipient has established good cause to refuse to cooperate

Adds new provision to Social Services Law section 158 requiring social services districts to take no action on paternity or child support establishment when good cause for refusal to cooperate has been established

Maintains existing requirement that applicants and recipients cooperate with paternity establishment and child support collection efforts, except in cases where good cause to refuse is determined

Requires social services districts to inform applicants and recipients of safety net assistance about good cause exceptions and that benefits cannot be denied based on refusal to cooperate when good cause is established

Takes effect immediately upon enactment
