Creates a new category of "one-day marriage officiant" allowing laypersons over 18 to solemnize marriages after receiving designation from the Secretary of State.

Requires applicants to submit a completed application form, fee, legal identification, and information about the parties to be married and ceremony details at least 30 days before the ceremony.

Designations are valid only for the specific ceremony listed on the application and expire upon completion of that solemnization.

Secretary of State must notify applicants of approval no later than seven days before the marriage ceremony date.

Takes effect 90 days after becoming law, with immediate authorization for the Secretary of State to adopt rules and regulations for implementation.
