Establishes the New York State Innovation Voucher Program under the Empire State Development Corporation to provide small businesses with access to research and development services from colleges, universities, government laboratories, and public research institutes.

Awards vouchers up to $10,000 per eligible project, or up to $50,000 for exceptionally innovative projects, with eligible recipients required to match the voucher amount dollar-for-dollar.

Defines eligible projects as research and development activities leading to product or service innovation, including prototype development and field testing, while excluding employee reimbursement, marketing costs, and routine professional services.

Requires the Corporation to maintain a quarterly-updated list of approved research and development partners, appoint an advisory committee to review applications, and post quarterly reports on voucher issuance, funding usage, jobs created or retained, and patents produced.

Takes effect 180 days after enactment, with the Corporation authorized to promulgate necessary rules and regulations within 180 days of the effective date.
