Adds new section 138 to workers' compensation law requiring insurers to provide a 10 percent premium reduction for landscape businesses operating in New York.

Landscape business is defined as any business whose primary concern involves modifying visible features of land, including lawn care, gardening, and tree removal or pruning.

Businesses qualify for the annual premium reduction if 50 percent or more of their employees successfully complete the ten-hour construction safety course for the landscaping industry approved by the Occupational Safety and Health Administration.

Requires the State Insurance Fund commissioners, commissioner of labor, and superintendent of financial services to develop a standardized application form and promulgate rules and regulations for implementation.

Takes effect 120 days after becoming law, with authority for regulatory agencies to complete necessary rule-making immediately upon enactment.
