Authorizes the Commissioner of Children and Family Services to create and disclose a "deadbeats most wanted list" of individuals owing more than $5,000 in child support arrearages under New York court or administrative orders, including their name, address, arrearage amount, and other relevant information.

Requires at least 90 days' written notice by certified mail to individuals before disclosure, with a 60-day opportunity to pay the arrearage or enter into a payment agreement to avoid public listing.

Exempts individuals from disclosure if they have a written payment agreement in place or if the arrearage is subject to administrative or judicial review.

Mandates the Office of Children and Family Services create and maintain one or more publicly accessible websites listing selected individuals in arrears, including their name, photograph if available, arrearage amount, and other discretionary information chosen by the office.

Requires the office to provide notice and opportunity to be heard before including an individual's information on the website, and permits family court clerks to supply information to counties and municipalities creating similar web pages for individuals found in contempt of court for child support arrearages.
