Requires the Division for Small Business to compile and publish a small business compliance guide by January 31st each year in consultation with relevant state agencies.

The guide must inform small business owners of statutory and regulatory changes from the previous calendar year, covering permits, licenses, taxes, insurance, workplace safety, workers' compensation, wages, hours, and benefits.

Requires the guide to be written in plain and commonly understood language with minimal technical terms to aid reader comprehension.

Mandates the Division for Small Business publish the guide on its website and conduct an annual public awareness campaign using public forums, social media, internet, radio, and print advertising.

Amends the State Administrative Procedure Act to require guidance documents published under this new section be published in the State Register.
