Allows counties and New York City to adopt local laws requiring probationers subject to drug testing to pay administrative fees to their local probation department.

Allows counties and New York City to adopt local laws requiring probationers subject to electronic monitoring to pay administrative fees to their local probation department.

Requires probation departments to waive all or part of fees when payment would create unreasonable hardship for the convicted person, their immediate family, or dependents due to indigence.

Takes effect immediately but expires when the existing section 257-c of the executive law expires.
