Changes the presidential primary election date from the first Tuesday in February to the fourth Tuesday in June, aligning it with the state primary election date.

Eliminates the separate designation of the presidential primary as the "spring primary."

Applies this change to all years in which electors of president and vice president of the United States are to be elected.

Takes effect on the same date and in the same manner as the reversion of election law provisions specified in section 8 of chapter 290 of the laws of 2019.
