Proposes a constitutional amendment to Article 2, Section 1 to explicitly include incarcerated persons in correctional facilities as entitled to vote, provided they meet age and residency requirements.

Removes the current constitutional provision in Article 2, Section 3 that authorizes the legislature to enact laws excluding persons convicted of bribery or infamous crimes from voting rights.

Requires the proposed amendment to be referred to the first regular legislative session following the next general election of assembly members.

Mandates publication of the amendment for 3 months prior to the election, in accordance with Article 19, Section 1 of the New York Constitution.
