Creates "Robin's Law" to establish guidelines and procedures for sex offenders and detained sex offenders receiving outpatient group mental health and chemical dependence treatment.

Requires the mental hygiene law commissioner to develop best practices ensuring protected, safe, and clinically sound treatment environments based on evidence-based clinical standards and segregation of sex offenders from the general patient population.

Mandates the commissioner to consult with a nine-member stakeholder panel including consumer advocates, providers, and victim rights groups appointed by the governor (5 members), temporary senate president (2 members), and assembly speaker (2 members).

Applies to both Section 7.48 (article 7) and Section 19.45 (article 19) of the mental hygiene law.

Takes effect immediately upon enactment.
